Pin the bandanna on the cowboy:

We bought a pinup cowboy and used a bandanna to cover the kids eyes with. We spun them three times around and they had to stick the bandanna to the cowboys neck. We just used tape on the bandanna to make it stick to the cowboy cutout. You get a prize even if you miss so on one feels left out.
